NBHA Texas District 25

By-Laws

These by-laws have been adopted in addition to the NBHA Rule Book in order to enhance the integrity of our district and quality of our shows, and to clarify any questions that may arise during the competition year. It is each member's responsibility to read and understand these by-laws in addition to the NBHA Rule Book and abide by them accordingly. Failure to do so may lead to disqualification, suspension or being banned from NBHA. Non-members participating in any NBHA show or function are subject to same rules and by-laws.

District 25 includes the following counties: Anderson, Brazos, Burleson, Freestone, Grimes, Houston, Leon, Limestone, Madison, Robertson, Trinity and Walker.

Representatives may be appointed to assist the District Director, and in the absence of the Director, will represent the district and make decisions in the Director's absence.

LIABILITY CLAUSE

NBHA TEXAS 25, PRODUCERS, VOLUNTEERS, ARENA OWNERS, ETC...WILL ASSUME NO RESPONSIBILITY FOR MEMBERS, NON-MEMBERS, SPECTATORS OR MINORS DUE TO ACCIDENTS REGARDLESS OF CIRCUMSTANCES. THIS INCLUDES BUT IS NOT LIMITED TO INJURIES TO INDIVIDUALS, LIVESTOCK OR ANIMALS, DAMAGE TO PROPERTY, PERSONAL POSSESSIONS OR NEGLIGENCE OF ANY MANNER. THIS APPLIES TO ANY AFFILIATE CONNECTED WITH NBHA TX 25 SHOWS, WHETHER SANCTIONED SHOWS, POINT SHOWS OR FUNDRAISERS.

COMPETITION RULES

Competitors must complete all entry forms in full and provide a signature, minors' entries MUST be signed by parent/guardian.

An NBHA Assumption of Risk, Waiver and Release of Liability, and Indemnification Agreement must be signed by all members and non-members prior to participating in any NBHA sanctioned show or sponsored event.

Shows will be run as follows: Barrel Exhibitions, Open 4-D Barrels, Youth 4-D Barrels, Senior 4-D Barrels, $500 Novice Barrels.

Entry fees: Exhibitions - $5.00 or 3 for $13.00; All 4-D Barrel Classes - $26.00 (non-members must pay an additional $10.00 mandatory fee at each show), $500 Novice Barrels - $20.00.

A $6.00 ARENA/TIMER fee will be paid by all contestants entering all barrel classes offered at an NBHA TX sanctioned show or applicable sponsored event. This fee is included in the above fees.

A one-time (per show) $10.00 non-member fee will be charged to all NBHA non-members and any member unable to show a current NBHA membership card.   This does not apply to exhibitions or $500 Novice Barrels.

80% of the $20.00 entry fee (this does not include non-member fees or arena/timer fees) will be jackpotted in all barrel classes. 75% of entry money will be jackpotted in the $500 Novice Barrels.

Running order will be determined by a random draw of numbered poker chips. The draw may not be changed except to accomodate two contestants riding the same horse or a contestant running more than one horse in the same class. The standard will be set to at least 10 horses apart.

In the interest of time a contestant will be called to run 3 times, if contestant is not attempting to enter the arena the contestant will receive a no time.

DRAGS - For safety reasons no persons (other than arena crew) or horses will be allowed in arena during drags. Drags classes all drags will occur every ten (10) runs or less, at the discretion of the District Director or Rep, depending on ground conditions.  During exhibitions drags will occur every twenty (20) runs or less.

FINES - In the interest of time all exhibitions will be limited to 60 SECONDS - a $5.00 fine will be assessed to any contestant exceeding this time limit. Exceptions may be permitted at the discretion of the District Director or Rep depending on age of rider or situation. At no time may a rider circle any barrel more than once during a competition run. A $10.00 fine will be enforced and a contestant will not be allowed to compete at present or future shows if they have outstanding fines. A list of contestants owing outstanding fines will be posted at each district show and must be paid at time of entry. No member with outstanding fines will be eligible for year-end awards unless outstanding fees are paid by last show of competition year.

No more than two (2) persons per barrel will be allowed in the arena at any given time. The minimum age requirement for working barrels is set at nine (9) for exhibitions, assisted by parent or guardian. For all competition classes the minimum age is set at fifteen (15).

At the discretion of the District Director or Rep, a gate person may be stationed at the back of the alley. NO RIDER SHALL ENTER THE ARENA UNTIL THE ANNOUNCER OR GATE PERSON CALLS HIS/HER NAME.

In the event the timer malfunctions during a run the contestant will be given the option of a rerun at the end of the class - NO MONEY WILL BE REFUNDED.

No entries will be taken once a class has begun other than the Open 4-D Barrel class, in which entries will be taken until the last 25 runners. NO MONEY WILL BE REFUNDED AFTER ANY AND ALL CLASSES HAVE BEGUN.

There may or may not be a designated FINALS at the end of the competition year, at the discretion of District Director.

It is a member's responsibility to CALL BEFORE YOU HAUL if weather or any other situation is questionable. Please contact District Director or Rep, phone numbers will be made available. Any changes to show dates or times will be made available at shows and on website.

DRESS CODE - Boots or riding tennis shoes with a heel, jeans and shirt. No shorts, halter-tops, tube tops or other distractive or provocative clothing. Any contestant wearing attire determined inappropriate will not be allowed to compete until corrected; this decision will be determined by District Director or Rep.

It is each contestant's responsibility to have a current negative Coggins test on all horses being hauled to shows. It is a state law and NBHA rule. For your own protection please keep these tests current and carry them with you at all times you haul your horses. The Texas Animal Health Commission may randomly check Coggins at any horse function. If a check is done, anyone not in compliance with this rule will not be allowed to compete and will be asked to leave the grounds. Any NBHA member not complying with this rule may be subject to suspension, which may lead to being banned from NBHA.

All NBHA members are charged with conducting themselves in a sportsmanlike manner at all times. Any disruptive behavior by an NBHA member or non-member, their family members or guardian or guests may lead to removal from the premises. NBHA members are subject to being put on notice, suspension or being banned from NBHA.

NO DOGS allowed on arena floor, in or near alleyway, or in concession stand. All dogs must be kept on a leash, no exceptions.

The Senior class of 40 & over applies to district awards only. National points will be kept on competitors 50 & over.

NBHA Texas 25 will follow National rule Section E in regards to all penalties, disqualifications and suspensions. Please read and be familiar with this section.

NBHA TX 25 will impose a $30.00 returned check fee, along with any applied bank charge related to said returned check.  No member or non-member will be allowed to compete in future shows until this fee is paid. If NBHA TX 25 is unable to collect on any returned check within 30 days, the writer of said check will be prosecuted to the full extent of the law.

Roll over times are allowed in accordance with NBHA Rules from the Open class into the Youth and Senior classes, also from the Open, Youth or Senior classes to the $500 Novice class, provided the horse has been nominated and meets qualifications.  This must be designated on entry form prior to the beginning of these classes.

QUALIFICATIONS FOR YEAR-END AWARDS

Eligibility for district year-end awards will be determined by the running points earned at sanctioned shows and non-sanctioned point shows. Six (6) shows will be designated as sanctioned shows, the points earned at these shows only determine qualification for World shows. Sanctioned shows will be advertised as such and will be scheduled at the end of the competition year in order for any new member to qualify for World shows.

To be eligible for year-end awards a member must be in good standing by complying with any and all NBHA Rules and TX 25 by-laws.

All memberships must be current at all times throughout the competition year to be eligible for year-end awards. All points, including work points, will be forfeited if a membership lapses more than 30 days. Refer to Section C of the NBHA rule book for specifics concerning membership lapses.

A MEMBER MUST HAVE COMPETED OR PARTICIPATED IN 70% OF SHOWS FROM THE TIME THEY BECOME A MEMBER. THEY MUST PARTICIPATE IN ALL FUNDRAISERS IN EFFECT ON AND AFTER THEY BECOME A MEMBER.

SPONSORSHIPS

Each member must secure at least one (1) $50.00 sponsor per competition year. All sponsorship forms and money are due at a designated date during the competition year. Any new member joining during the competition year will be required to obtain same sponsorship within thirty (30) days of the date they join to be eligible for year-end awards.

Work points will be awarded for securing sponsorships in addition to the required $50.00 sponsorship as follows:

1 point - $50.00

2 points - $100.00

3 points - $200.00

4 points - $300.00

5 points - $400.00

6 points - $500.00

7 points - $600.00

8 points - $750.00 (saddle sponsor)

These points will not be totaled until end of compeition year. There is no cut off date for these additional sponsorships.

FUNDRAISERS

Each member will be responsible for participating in any and all fundraisers from the date they become a member of NBHA TX 25.  If the fundraiser requires ticket sales the number of tickets required to be sold will be determined by District Director. All tickets will be numbered and logged, each member is responsible for the tickets they sign for. A date will be determined during the competition year as to when the money for all sold tickets must be turned in. Any member failing to participate will not be eligible for year-end awards.

WORK POINTS

In order to be eligible for year-end awards each member must earn thirty (30) work points per competition year. One (1) point will be awarded for every thirty (30) mintues worked. It is a member's responsibility to log their work points at shows or fundraisers. A work point sheet will be available at all shows and fundraisers. If you do not log your points they will not be awarded at a later date.  Parents or other age appropriate adults may work for a minor.  ALL MEMBERS MUST WORK AT EACH SHOW ATTENDED.

Work points may be earned by setting barrels, working gate or alleyway, dragging arena, setting up, clean up after show, securing sponsorships, purchasing from sponsors, etc,... This list is not all inclusive, other ways to earn points may arise during the competition year. Prior approval by District Director must be obtained for any form of earning work points not listed.

Work points will be awarded to members that purchase from existing sponsors and turn in their receipts at the two designated times in the competition year. Dates to turn in receipts will be show dates of June 24th and October 28th. One (1) work point will be awarded for every $25.00 purchased from existing sponsors.

AWARDS

Awards and number of places awarded will be decided after the last show of the competition year according to the financial status of the District. Prizes will not be ordered until end of competition year and any ties are broken.

Ties will be broken by:

a) Number of shows member has competed in;

b) Average of member's times from shows competed in.

If a tie still exists the District Director will determine how tie will be broken.

THESE BY LAWS MAY BE AMENDED AS SITUATIONS ARISE AT THE DISCRETION OF THE DISTRICT DIRECTOR.
